Japan aluminum industry may consider crafting quality assurance guidelines after Kobe Steel scandal - Mr Okada

Reuters reported that Japan’s aluminum industry may consider crafting sector-wide quality assurance guidelines if it gets requests from member companies to do so in the wake of the data fabrication scandal that has engulfed Japan’s Kobe Steel Ltd, the head of Japan’s aluminum industry association said.

Mr Mitsuru Okada, the chairman of the Japan Aluminium Association, made the comment at a news conference in the Japanese capital.

Kobe Steel said that a lack of quality controls and a focus on profits was behind widespread data tampering at Japan’s third-biggest steelmaker in a scandal that has shaken up the supply chains of car and plane makers around the world.

Kobe Steel scandal - Investing JPY 10 billion to prevent data falsification

Nikkei reported that Kobe Steel will earmark roughly JPY 10 billion (USD 88 million) for capital improvements starting in 2018 aimed at ensuring that its manipulation of product quality data cannot be repeated.

Inspection data will be recorded automatically at the Moka factory in Tochigi Prefecture, the Daian plant in Mie Prefecture and other facilities handling aluminum and copper products at the heart of the scandal, as well as at group companies such as Shinko Wire Stainless, which violated Japanese Industrial Standards in 2016. Automated data entry will be introduced to scandal-free segments later.

For processes that cannot be automated, multiple employees will record data to ensure accuracy. Employees were able to manipulate information because some inspection data is still entered by hand.

Production yields at the Daian factory and other plants are declining due to the slow replacement of old equipment. Kobe Steel will reduce the rate of products that fail to meet specifications by improving auxiliary equipment for heat-treating furnaces.

The Japanese steelmaker also will establish a quality control division on Jan. 1 with broad powers to inspect each segment and subsidiary as well as continuously check the process capability of production equipment.

Kobe Steel scandal - Nine nuclear reactors in Japan used products

Japan Times reported that nine reactors at five nuclear power plants in Japan, including some currently in operation, have used products manufactured by the Kobe Steel Ltd. group which has admitted fabricating product quality data, it has been learned. According to documents shown at a meeting of the Nuclear Regulation Authority on Wednesday, the active reactors are the No. 3 and No. 4 units at Kansai Electric Power Co.’s Takahama plant in Fukui Prefecture and the Nos. 1 and 2 units at Kyushu Electric Power Co.’s Sendai plant in Kagoshima Prefecture.

The others are the Nos. 3 and 4 units at Kansai Electric’s Oi plant in Fukui, the Nos. 3 and 4 units at Kyushu Electric’s Genkai plant in Saga Prefecture, and the No. 3 unit at Shikoku Electric Power Co.’s Ikata plant in Ehime Prefecture.

Kobe Steel’s welding rods were used during assembly work at all nine reactors, and reinforcing bars and parts in some reactor containment vessels use hexagon bolts manufactured by the company.

The utilities told the NRA that the products are not among those affected by the data fabrication scandal and, thus, pose no safety problems.

The welding rods were also used for water tanks which are used to store contaminated water at Tokyo Electric Power Company Holdings Inc.’s crippled Fukushima No. 1 plant, it was also found.

Honda may develop cheaper hybrids for India

Economic Times reported that Honda may develop cheaper hybrid cars to cater to price-sensitive markets, including India. Currently, hybrid cars are expensive to buy in the country as they attract 43% duty under GST, compared with electric vehicles that are taxed at 12%.

Mr Takahiro Hachigo, president & CEO of Honda Motor Company said that "Hybrids can be used with the existing infrastructure. Our purpose is to come up with hybrid vehicles that customers can choose, including the price, that is what Honda needs to focus on rather than think about the policies that the Indian government has put into place."

Honda has rolled out a strategy to get 65% of its global sales from electrified vehicles by 2030. Of the 65%, 50% would be hybrid and plug-in hybrids, while 15% would be zero-emission vehicles, including those using fuel cells.

The Indian government wants the country to move completely towards electric vehicles by 2030. Hachigo said Honda will work to make gasoline engines more efficient.

Mr Hachigo said that "We have sold over two million hybrid vehicles but when it comes to India, we still do not know to what extent hybrids can grow and nor do we understand how much electric vehicles are likely to increase."

On the sidelines of the recently concluded Tokyo Motor Show in Japan, Honda showcased hybrid variants of its popular cars, including a race version of its plug-in hybrid sedan Clarity. But senior Honda executives told TOI that none of the models are planned for the Indian market currently.

However, Honda India Cars president & CEO Yoichiro Ueno confirmed that the company is planning to bring in six new models to India in the next three years. The new models will be assembled in the country and may include hybrid cars.

Kobe Steel scandal - No further misconduct found at Mei plant

Kyodo News reported that Japan’s transport ministry said Friday its inspection of a Kobe Steel Ltd plant in Mie Prefecture found no further evidence of misconduct in addition to its data-falsification scandal. The Land, Infrastructure, Transport and Tourism Ministry conducted a three-day probe in late October on Kobe Steel’s Daian plant in Mie after it was learned that Japan’s third-largest steel maker had fabricated product data for decades. The plant makes aluminum used in the Mitsubishi Regional Jet.

Based on the inspection at the plant, the ministry confirmed steps were taken to prevent a recurrence of data fabrication but instructed Kobe Steel to take additional measures, including strengthening training at a quality control section.

Kobe Steel scandal - Kobe Steel’s loss is UACJ’s gain

AL Circle reported that after the controversy on falsified data on aluminium product quality has marred Kobe Steel’s business in Japan, it rival and the world's third-largest producer of flat-rolled aluminium products, UACJ Corporation is taking aggressive steps to expand its automotive capacity. The company is slogging hard to be at per with Novelis and Alcoa, the two global players in the aluminium rolled product segment for the automotive industry.

UACJ's latest plan is to invest 16 billion yen ($141 million) for a new automotive line, quadrupling the company's total Japanese production capacity to over 130,000 tons. The line, announced in October is scheduled to go into operation at the company's plant in Fukui Prefecture in 2020.

UACJ (of United Aluminum Company of Japan) was formed by merging Furukawa-Sky Aluminum and Sumitomo Light Metal Industries, Japan's first and second-ranked flat-rolled aluminium makers in October 2013.

Kobe steel scandal - Japan's transport ministry orders to improve management

Reuters reported that Japan's transport ministry has ordered scandal-hit Kobe Steel Ltd to improve management at one of its plants, as it struggles to restore confidence in its manufacturing following revelations of data falsification.
Japan's transport ministry orders Kobe Steel to improve plant management

Measures taken to prevent a recurrence of wrongdoing at Kobe Steel's Daian plant in central Japan were inadequate, the transport ministry said in a statement, pointing to a lack of concrete steps in areas like the alleviation of pressure from head office and the training of inspection staff.

A Kobe Steel spokeswoman said that "We will work quickly to plan and implement the measures as required by the transport ministry.”

The ministry inspected the Daian plant last month because of its role in supplying components for the domestically built Mitsubishi Regional Jet passenger aircraft under development by Mitsubishi Heavy Industries Ltd.

No safety issues were found during that inspection, with Kobe Steel saying on Friday that it assesses 90 percent of affected customers have no safety issues.

On Wednesday, Kobe Steel's Hatano plant, one of its main copper plants, was stripped of its industrial quality certifications after an investigation into its quality control.

Kobe Steel has said that a lack of quality controls and a focus on profits was behind widespread data tampering that has impacted more than 500 companies and shaken up the supply chains of car and plane makers around the world.

Japan to examine if coal destination restriction limits trade

Reuters reported that Japan’s ministry of economy, Trade and Industry is seeking to determine whether clauses in long-term coal contracts that bar buyers from diverting and reselling cargoes are limiting trade, Bloomberg News reported on Friday, citing sources familiar with the matter.

Destination clauses limit where cargoes can be delivered and prevent companies from selling excess coal to third parties in other places. Japan’s antitrust regulator in June ruled that new long-term LNG contracts signed with Japanese buyers could not have destination restrictions.

METI is examining whether there’s a need to shift to spot and short-term trading from long-term coal contracts, the report said, adding that it had held a meeting with several firms and plans to draft an interim report on the coal market in February.

Businesses invited to the meeting included Tohoku Electric Power Co, Nippon Steel & Sumitomo Metal, JFE Steel, Mitsui & Co and JERA Co, the fuel-buying joint venture of Tokyo Electric Power and Chubu Electric Power, the report said.

A METI official declined to comment on the report.

The meeting also raised concerns about increasing concentration of coal assets in fewer hands, such as Glencore.

Nissan CEO returns his pay after inspection scandal

Economic Times reported that Nissan recalled some 1.2 million vehicles after admitting in October that staff without proper authorisation had conducted final inspections on some vehicles intended for the domestic market before they were shipped to dealers The firm suspended all production destined for the local market last month but resumed production last week at all plants.

Mr Hiroto Saikawa Nissan president and chief executive officer told repoters"I have been returning part of my monthly pay since October"

Mr Saikawa, who took over the top position from Mr Carlos Ghosn earlier this year said he would continue doing so until the end of March 2018.

Mr Saikawa continued that "I'm doing this on a voluntary basis" adding that he "understands" that other executives have been doing the same.

Details of the executives’ salaries were not immediately available.

Nissan also submitted the results of a probe into the scandal to the transport ministry.

The report acknowledged that improper inspections became "the norm by the 1990s at many of the plants" adding that misconduct may have been carried out since 1979 at one plant.

The probe also showed that the plants were short of final inspection staff and employees were not sufficiently aware of the importance of the inspections.

As a preventive step the firm has installed a special security gate through which staff qualified to carry out final inspections enter the plants.

It will also introduce a face-recognition system by March 2018.

The automaker produced 1.015 million vehicles in Japan in its last fiscal year to March with about 400,000 units sold locally.

Nissan cites staff shortage for improper tests, plans more inspectors

REUTERS reported that Nissan Motor Co Ltd blamed a lack of trained staff for improper final inspections at its car plants in Japan for over 20 years and said it would increase the number of inspectors as part of a plan to improve compliance.

Last month, Nissan issued a recall for 1.2 million vehicles - including all passenger cars produced for sale in Japan over the past three years - after discovering that uncertified inspectors were for decades signing off on vehicle checks required by the transport ministry for cars sold in the country.

Nissan said an investigation found that "nonconforming final inspections" were the norm by the 1990s at the plants, and could even have existed since 1979 at its Tochigi plant.

The company did not give proper consideration to inspections when cutting staff, it said in a report outlining the findings as well as countermeasures that it submitted to the government.

It said that "Headcount reduction rates allocated to each plant applied uniformly across the whole plant and special consideration was not given to secure final inspectors.”

It said that "Therefore the plants had a shortage or no surplus in the number of final inspectors." It said it would increase the total number of final inspectors by about 85 by the end of March an increase of over 20% from current levels.

Production lines at some plants have been slowed to around 40 percent to 80 percent of their usual speeds while staffing is expanded the company said adding that there could be some impact on exported vehicles.

The misconduct itself does not affect export vehicles, and all required safety checks were performed on the affected cars. But the scandal has tarnished Nissan's brand at home and along with a data falsification scandal at compatriot Kobe Steel Ltd has raised questions about compliance and quality control at Japanese manufacturers.

Mr Hiroto Saikawa Nissan Chief Executive Officer said that the main cause of the problem was not a staff shortage per se, but rather a disconnect between rules and reality on the ground.

Mr Hiroto Saikawa continued that "From the shop floor standpoint there was a gap between the reality and the requirements for certifying final inspectors which we didn't resolve and which resulted in non-compliance".

Mr Hiroto Saikawa continued that he will return part of his compensation this year because of the scandal although he declined to unveil an amount. He said he would continue in his role to ensure countermeasures are carried out and Nissan regains customers' trust.

Nissan expects the recall alone will cost it 25 billion yen and last week shaved its full-year operating profit forecast as it braces for the fallout at home.

The company said on Friday that it was assigning a new corporate vice president to oversee all plants in Japan, and increasing the number of quality assurance managers as well as managers in charge of final inspections at each plant by one to a total of two each.

Domestic rival Subaru Corp has also been hit by compliance issues after it also admitted that it had not been following proper inspection issues going back around 30 years. As a result, it plans to recall around 400,000 cars sold in Japan.

Kobe steel scandal – 7 Kobe plants lose ISO certification

Jiji Press reported that the International Organization for Standardization 9001 certification has been suspended or canceled at seven plants of Kobe Steel Ltd. and group companies. The certification was suspended at six plants, including the parent’s Moka plant in Tochigi Prefecture, Daian works in Mie Prefecture and two plants within the Chofu works in Yamaguchi Prefecture. The other two are plants of group companies Shinko Aluminum Wire Co. in Osaka Prefecture and Kobelco Research Institute Inc. in Kobe.

Private certification bodies including JIC Quality Assurance Ltd and the Japan Quality Assurance Organization concluded that the group’s quality control system failed to meet the requirements for the ISO 9001 quality control standards, after a product data falsification scandal came to light last month.

The cancellation hit subsidiary Kobelco & Materials Copper Tube Co’s plant in Kanagawa Prefecture, making it impossible for the plant to apply for ISO 9001 accreditation for at least one year.

Groeitempo Japanse industrie omhoog
