Trump dreigt Amerikaans Congres te schorsen

De Amerikaanse president Donald Trump dreigt het Huis van Afgevaardigden en de Senaat te schorsen om hem zo in staat te stellen een aantal ambtenaren te benoemen. Volgens Trump worden die aanstellingen door de Democraten in het Congres geblokkeerd.

Als hij dat dreigement uitvoert, zal het de eerste keer ooit in de Amerikaanse geschiedenis zijn dat een president die drastische beslissing neemt.

Trump stelde dat de Democraten hem ervan weerhouden belangrijke functies in zijn regering en in de rechtbanken in te vullen. Volgens de president zijn sommige aanstellingen die worden opgehouden relevant voor de bestrijding van de pandemie.

Als het Congres officieel opgeschort is, dan kan de president bepaalde aanstellingen doen zonder de goedkeuring van parlementsleden die hij anders wel nodig heeft. “Als het Huis niet instemt met deze opschorting dan zal ik mijn grondwettelijke autoriteit aanwenden om beide kamers op te schorten”, zei hij tijdens een persbriefing in het Witte Huis over de coronacrisis.
“Nep pro-forma-sessies”

Vanwege de coronacrisis is de werking van Senaat en Huis sterk ingeperkt. Leden van het Congres zijn sinds vorige maand uit Washington vertrokken omdat alle Amerikanen is aangeraden vooral thuis te blijven om verspreiding van het longvirus tegen te gaan. Wel worden regelmatig pro-forma zittingen gehouden. Zolang deze korte zittingen worden gehouden, kan Trump geen benoemingen doen zonder de Senaat. “De huidige praktijk om de stad te verlaten en nep pro-forma-sessies te houden, is een plichtsverzuim dat het Amerikaanse volk zich tijdens deze crisis niet kan veroorloven”, aldus Trump.

Trump wil gebruikmaken van een nooit eerder gebruikt artikel uit de grondwet. Dat stelt dat de president beide kamers kan verdagen, maar enkel als de twee kamers zelf geen akkoord kunnen sluiten om te schorsen. De vraag is of de huidige afwezigheid van het Congres daaronder valt. Trump: “We worden waarschijnlijk voor de rechter gedaagd en we zullen zien wie er wint.”
