Air Products bouwt stikstoffabriek Zuidbroek

Hyderabad based firm to operate Yaramaras power plant

Times Of India reported that despite opposition from locals, the government has decided to allow a private company to operate and maintain the newly built Yaramaras Thermal Power Station in Raichur district. The government issued a letter of award to Hyderabad-based Power Mech Projects Limited on December 5 and the firm is likely to take over operations of the plant, which has two units with 800W capacity each.

As per the LoA, the firm will operate and maintain the plant for 30 months on a pilot basis; the government will provide Rs 248 crore for the purpose. “If the government is satisfied with the company’s performance, the contract could be extended,” said an official in the Karnataka Power Corporation Ltd.

The plant set up in Raichur district’s Chikkasuguru village was inaugurated by former chief minister Siddaramaiah at the fag-end of his tenure, and is yet to start power generation.

Local groups are not happy with the government’s decision; they see it as a conspiracy to privatise the plant built with Rs 13,000 crore of public money. The district’s CPI(ML) unit is planning a protest on December 24, demanding the government reconsider its decision.

Mr G Amaresh, CPI (ML), state committee member said that “Handing over maintenance is a first step towards privatising a plant. This has been our experience in the past.” He alleged that the company has been given a free hand to appoint 820 persons required for operating the plant, which will result in denial of jobs for locals and around 500 people who are already working at the plant.

Israel to stop electricity production from coal by 2030

Reuters reported that Israel would stop the use of coal by 2030, joining a host of other countries in an alliance that aims to transition to cleaner sources of energy. The Powering Past Coal Alliance launched by Canada and Great Britain, seeks to gradually reduce the production of electricity from coal and to support clean energy in government and corporate policies. It supports a reduction in the use of coal in OECD countries by 2030 and the world by 2050. Some 28 countries have already joined the PPCA.

Isarel Energy Minister Yuval Steinitz said his ministry was “working to accelerate the entry of clean and renewable energies into Israel and would continue to act to reduce air pollution”.

Israel has been reducing coal use and shifting to natural gas. The energy and environment ministries, in a joint statement, noted that steps in recent years have led to a 25 percent drop in electricity production from coal since 2015, while the emission of pollutants have fallen tens of percent.

Ivory Coast to add 643 MW of power to grid by 2021

Reuters reported that Ivory Coast plans to add 643 megawatts of power to its network by 2021, the government said, in a bid to meet domestic demand and boost electricity exports to the surrounding region. West Africa's largest economy, which produces most of its 2,200 MW of power from oil and gas, aims to generate 4,000 MW by 2020. In a statement late, the government said the 643 MW will be generated by expanding Azito Energie's power station in Ivory Coast, and by increasing the capacity of Ivorian electricity producer CIPREL.

A 253 MW expansion of the Azito Energie plant worth 225.8 billion CFA francs (USD 392.9 million) is due to begin over the first quarter of 2019, it said.

The project will include a 179 MW gas turbine, expected to be operational by the third quarter of 2020, and a 74 MW steam turbine due to begin operating the following year.

GE Power and TransnetBW to ramp up transmission capacity in Germany

GE Power’s Grid Solutions business and the transmission system operator TransnetBW announced that they have signed a contract for a turnkey solution to build the Eichstetten 380 kV substation. Eichstetten is part of a regional area known as “Badische Rheinschiene”, a highly loaded link for the transmission grid in the southwest corner of Germany. TransnetBW’s decision to transition from AIS (air-insulated substation) to GE’s GIS (gas-insulated substation) solution will result in a reduced substation footprint, increased capacity and a reduced environmental impact.

Germany’s energy network is in the midst of a transformation. Increasing renewables integration, the move towards decarbonization, sector-coupling initiatives as well as more cross-border electricity flows are transforming the energy landscape today and posing new challenges for Germany’s transmission grid.

To support TransnetBW’s priorities to ramp up capacity and decrease substation footprint on their property to allow for future grid management assets, GE’s Grid Solutions team will design, produce, supply and commission 22 bays of 400 kV GIS with associated buildings and control cabinets. GE’s Grid Solutions and TransnetBW agreed on a tight work schedule to precisely plan out the shutdown timeline of relevant assets for the refurbishment work. This contract for a turnkey solution aligns with GE’s commitment to provide scalable power solutions to its customers that support the transformation of their electricity grids.

Dr Werner Götz, Managing Director of TransnetBW GmbH said that "As a result of Germany’s energy transition, the demands placed on our grid infrastructure are continually increasing. This especially applies to the Badische Rheinschiene connection. The new construction of the Eichstetten substation is an important building block, equipping this connection to address the already existing and increasingly high load flows, which we expect will continue to rise in the future. We chose GE's solution given the complexity of this overall project. Moreover, this grid solution saves us needed space by using a gas-insulated substation – and a reduced footprint is a very important parameter for our construction projects.”

Mr Gerhard Seyrling, General Manager Europe, Russia & CIS for GE Power’s Grid Solutions business said that “TransnetBW’s expansion plans for Germany’s electricity grid are intended to create a “breathing” system that can balance out the fluctuating infeed from renewable energy sources. We are proud that TransnetBW has selected GE’s Grid Solutions to complete this complex refurbishment project. For our team, this agreement represents not only our continued collaboration on outstanding projects like these, but also our ongoing efforts to adapt to an evolving energy landscape and implement key regional infrastructure that supports reliable, stable and efficient energy transmission.”

Brazil Aneel awards USD 3.4 billion transmission lines contract

Renewables Now reported that Brazil's power sector regulator Aneel winning projects in the country's latest energy transmission auction represent BRL 13.2 billion (USD 3.43 billion/EUR 2.99 billion) in investments. Neoenergia SA, a unit of Spain’s Iberdrola SA was the biggest buyer with four lots purchased.

The auction has achieved a significant average discount of 46%. All 16 transmission batches were sold, representing 7,152 km (4,444 miles) of transmission lines and substations with a total capacity of 14,819 MVA.

The construction works for these power lines, which are going to be built in 13 states, have a 30-year concession term with an implementation period of 48 to 60 months.

Included in this auction was the transmission package previously held by regional energy firm Eletrosul. The company lost the rights to the projects when it failed to close a deal over their transfer to Shanghai Electric Group Co Ltd (SHA:601727).

Sandoval Feitosa, the auction's director-rapporteur said that the renegotiation of the contracts for the former Eletrosul lots is very good for consumers because it represents savings of BRL 37.4 million over the next 26 years.

Bulgaria's energy company BEH likely to appeal EU fine

Reuters reported that state owned Bulgarian Energy Holding would very likely appeal the hefty fine the European Union antitrust regulators slapped on it for blocking rivals' access to key gas infrastructure in Bulgaria between 2010 and 2015. The European Commission fined BEH 77 million euros (USD 88 million) on Monday, saying the company abused its market dominance to hinder competition.

BEH's gas supply unit, Bulgargaz, and its gas network operator, Bulgartransgaz, are also subject to the fine.

BEH and its units denied any wrongdoing and said they believed the access to the Balkan country gas network and its gas storage facility had always been granted in line with the law. They also said the imposed fine was disproportionate.

BEH said in a statement that "The companies will carefully look at the decision and will probably appeal it by challenging both the allegations and the amount of the fine.”

Poland planned 1 GW Ostroleka C coal plant gets 15 year support

SP Global reported that Zloty 6.023 billion (Eur1.4 billion) 1 GW Ostroleka C project, which energy ministry officials have said will be Poland's last large coal plant, was awarded 15 years of subsidies in a capacity auction. Energa said the company set up to build Ostroleka C, Elektrownia Ostroleka, was awarded a 15-year contract to deliver 853 MW of capacity in 2023.

The company's co-owners, Energa and Enea, had said a notice to proceed for the investment would only be given if the project won capacity subsidies.

The December 21 auction cleared in round 8 between Zloty 189.95/kW/year (Eur44.35/kW/year) and Zloty 217.06/kW/year, the country's transmission system operator PSE said.

In Poland's first capacity auction last month, PSE awarded subsidies for 22,427 MW of mostly hard coal and lignite-fired capacity, including two hard coal-fired 900 MW units at Opole, a 910 MW hard coal-fired unit at Jaworzno and a lignite-fired 490 MW unit at Turow that are under construction.

A 1,075 MW hard coal-fired unit at Kozienice, commissioned a year ago, was also awarded a 15-year contract in the auction.

In July, Elektrownia Ostroleka signed a contract with GE Power and Alstom Power to build the unit on the site of the 647 MW Ostroleka B plant in northeastern Poland owned by Energa.

Ostroleka C would have a net efficiency of at least 45%. Energy ministry officials have said the unit is indispensable for power supply security and needed to synchronize the Polish power grid with those of the Baltic states.

Stable year end outlook for conventional power sector - ICRA

Economic Times reported that ICRA has estimated a healthy 6 per cent demand growth for the power sector during FY2019 and has maintained a stable outlook for the segment. This coupled with the slowdown in addition of new capacity and slow progress in resolution of stressed thermal assets would enable a steady improvement in the utilisation of the existing capacity. If demand growth of 6 per cent sustains over the next three years, utilisation of the thermal capacity would improve to about 63 per cent in FY2020 and further inch upwards to about 67 per cent by FY2022.

During the seven months of FY2019, national power demand growth has remained at a steady 6.5 per cent which is higher than the 5.5 per cent reported in the first seven months of FY2018 and the full year growth of 6.2 per cent reported in FY2018.

Rising demand is being met from higher generation by thermal and renewable energy plants. This is reflected in improvement in capacity utilisation of thermal power plants to 61.1 per cent in the first seven months of FY2019 against 59.0 per cent in the first seven months of FY2018, as well as 29.5 per cent higher generation from renewable energy sources - (y-o-y basis).

Sabyasachi Majumdar, group head & senior vice president at ICRA said that “Increased demand for electricity coupled with shortfall in coal supply from domestic sources, has led to higher dependence on costlier imports in FY2018 and FY2019. Higher dependence on imports is augmented by rising international coal prices and depreciation of rupee against dollar. The Indonesian coal price index has increased by about 16 per cent in the first leven months of calendar 2018 on a Y-o-Y basis. It has resulted in an upward pressure on cost of power purchase for the distribution utilities. Given this, augmentation of domestic coal supplies through both higher mining activity and improved rail infrastructure, remains crucial for the sector from a cost control perspective.”

Relatively higher energy demand growth amid state and central government elections over the next 6-month, coupled with the domestic coal shortages led to a sharp rise in spot power tariff in recent months. ICRA however notes that high spot energy prices are unlikely to sustain in the medium term, given the significantly unutilized thermal power capacity available and rising generation from renewable sources.

On the distribution front, implementation of UDAY scheme has enabled a reduction in losses for discoms at all India level, by about 43 per cent for FY2018, mainly from reduction in interest costs.

Estimates of the ministry of power suggest that aggregate losses of all discoms have fallen below INR 20,000 crores for FY 2018. However, the improvement in the operational profile of the discoms remains slow, given that the reduction in AT&C losses is much lower than expected across majority of the states.

Further, tariff revision approved by state regulators have remained lower than revisions agreed under UDAY MoUs. Going forward, progress of improvement in operating efficiencies as well as securing timely and adequate tariff hikes along with the subsidy support from the respective state governments remain important for improving the discom finances.

CEA study finds 200 new sites for thermal power plants

Economic Times reported that a total 200 potential sites have been identified for setting up as many large thermal power plants of total 428.9 GW capacity, more than the existing installed capacity of 346.61 GW, according to a study by the Central Electricity Authority. The authority conducted the study for identifying large pithead and coastal sites based on satellite mapping using remote sensing technology. An official said a total of 200 potential sites with likely gross installed capacity of 4,28,905 MW have been identified even as the country pushes ahead with green power sources.

The official explained that thermal power stations need to be set up in future because these serve as the base load and are required for grid stabilisation in view of the government's ambitious target of having 175 GW of renewable energy by 2022.

The demand is going to increase in future as the government under the Rs 16,320 crore scheme has set a target of electrifying all households in the country by March 2019. The government has also promised 24x7 electricity to all from April 1, 2019.

The official said in view of these targets India needs to increase the installed generation capacity which would include fossil fuels based as well as renewable energy because clean sources like wind and solar do not generate electricity round the clock.

Chugoku Elec, JFE scrap planned coal-fired power plant in Chiba

Reuters reported that Japan's Chugoku Electric Power Co Inc and JFE Steel, a unit of JFE Holdings Inc, said that they will scrap a plan to build a 1,070-megawatt coal-fired power station in Chiba, near Tokyo, as the plan would not be feasible because of rising construction and other costs.

They said that the two companies will conduct a feasibility study for a natural gas-fired power plant instead.

There is increasing pressure in most of the world for companies to divest coal assets because of climate-change concerns; however, spokesmen for Chugoku and JFE denied that was the reason for scrapping the plant.

Mr Stalin backs protest against transmission towers as farmers intensify stir

Economic Times reported that even as farmers intensified their protest against erecting high-tension transmission towers on cultivable lands, DMK president M K Stalin came out in support of the farmers by condemning the state government for taking up the project. In a statement issued on Tuesday, Mr Stalin alleged that the Power Grid Corporation of India and Tamil Nadu Transmission Corporation were attempting to erect the transmission towers through agricultural lands in 13 districts in the state without prior intimation and approval of the landowners.

He said that “The move will not only affect cultivation but would be a blow to the livelihood of farmers.” Though farmers of 13 districts are on a series of protests and some of them on hunger strike in Salem swooning, neither the agriculture minister nor the electricity minister have met them, he alleged. “Chief minister Edappadi K Palaniswami is not even ready to hold talks with the protesting farmers, adding that it was saddening to note that sthe AIADMK government in the state and the BJP government in the Centre were acting in an autocratic manner.

Terming the AIADMK regime as an ‘irresponsible government,’ he alleged that the government was ignoring the plea of farmers to lay underground power transmission lines. He said that “The chief minister should hold talks with the farmers and examine ways to lay underground lines as suggested by farmers.”

Meanwhile, farmers from Sultanpet in Sulur block in Coimbatore intensified their protest by standing in chest-deep muddy water. Farmers dug a pit, filled it with water and got into it to stage the protest.

State vice-president of Youth Farmers Association M Suresh said marked the ninth day of the sit-in and third day of the hunger protest by farmers. He said they were not opposed to the project but were just seeking for the project to be implemented through underground cables on roadsides rather than erecting towers on farmlands which would result in clearing of plantations.

Mr Suresh said the plan includes laying power lines from Pugalur in Karur to Thrissur in Kerala, Pugalur to Edayarpalayam in Coimbatore, Maivadi in Tirupur to Edayarpalayam and Pugalur to Arasur in Coimbatore. This would affect the farmlands in the district, he said that “More than 1,000 farmers in the district would be affected.”

More than 500 farmers and the public were participating in the protest at Kallipalayam, one of seven venues in the state where protests are held for the last nine days. Fifteen farmers had started hunger strike at Kallipalayam three days ago, alongside 80 others in the remaining venues. Mr S R Madhusudhanan of CPM said that “One of them fainted due to low pressure on Tuesday. A medical team led by doctors provided treatment to him. Two others also fell ill, and they were also given treatment. But all 20 were continuing the hunger strike.”
