War in Ukraine: How Russia is recruiting mercenaries ( huursoldaten )

Social media channels and private messaging groups are being used in Russia to recruit a new brigade of mercenaries to fight in Ukraine alongside the army, the BBC has learned.

The BBC has spoken to a serving mercenary and a former fighter with close links to one of Russia's leading mercenary organisations, who have shared details of the recruitment campaign.

The serving mercenary said many veterans of the secretive Wagner organisation were contacted on a private Telegram group a few weeks before the start of the war. They were invited to a "picnic in Ukraine", with references to tasting "Salo", a pork fat traditionally eaten in Ukraine.

The message appeals to "those with criminal records, debts, banned from mercenary groups or without an external passport" to apply. The message also included that "those from the Russian-occupied areas of Luhansk and Donetsk republics and Crimea - cordially invited".

The Wagner group is one of the most secretive organisations in Russia. Officially, it doesn't exist - serving as a mercenary is against Russian and international law. But up to 10,000 operatives are believed to have taken at least one contract with Wagner over the past seven years.

The serving mercenary who spoke to the BBC said new recruits are being placed in units under the command of officers from the GRU, the Russian military intelligence unit of the ministry of defence.

He stressed that the recruitment policy had changed, and fewer restrictions were applied. "They are recruiting anyone and everyone," he said, unhappy with what he described as the lower professionalism of the new fighters.

He said the new units being recruited are no longer referred to as Wagner, but new names - such as The Hawks - were being used.

This seems to be part of a recent tendency to steer away from the Wagner group's reputation, as "the brand is tainted", says Candace Rondeaux, professor of Russian, Eurasian and Eastern European studies at Arizona State University.

Wagner has faced repeated accusations of human rights abuses and war crimes in its operations in Syria and Libya.
The mercenary sources who spoke to the BBC, said the recruits are trained at the Wagner base in Mol'kino in southern Russia, next to a Russian army base.

A Russian Orthodox church in Amsterdam has announced it is to split with the Moscow patriarchate, in the first known instance of a western-based church cutting ties over the invasion of Ukraine.

“The clergy unanimously announced that it is no longer possible for them to function within the Moscow patriarchate and provide a spiritually safe environment for our faithful,” the clergy said in a statement posted on its website. “This decision is extremely painful and difficult for all concerned.”

The head of the Russian Orthodox church, Patriarch Kirill, a trusted ally of Vladimir Putin, has declined to condemn the Kremlin’s decision to invade its neighbour, referring to Russia’s opponents in Ukraine as “evil forces”. In a Sunday sermon last week he also said gay pride parades organised in the west were part of the reason for the war in Ukraine.

Evraz Board’s 10 Directors Resign

The 10-strong board of directors of Evraz has resigned after sanctions were imposed on the Mr Roman Abramovich and shares in the company were suspended. Evraz announced on LSE “In light of the Financial Sanctions Notice issued by the Office of Financial Sanctions Implementation, HM Treasury, on 10 March 2022 and the suspension of the Company's shares from trading, all the EVRAZ plc non-executive directors - Alexander Abramov, Alexander Frolov, Alexander Izosimov, Deborah Gudgeon, Eugene Shvidler, Eugene Tenenbaum, Karl Gruber, Maria Gordon, Sir Michael Peat and Stephen Odell - have resigned as directors with immediate effect. Alexey Ivanov, the Company's CEO, will continue as a director.”

EVRAZ is waiting for further clarifications by OFSI.

Evraz added that “EVRAZ is deeply concerned and saddened by the Ukraine-Russia conflict and hopes that a peaceful resolution will be found soon.”

Two of the directors, Alexander Abramov and Alexander Frolov, are major Evraz shareholders alongside Abramovich.

EU Prohibits Import of Steel from Russia

The European Union has announced a fourth set of sanctions against Russia over its invasion last month of Ukraine. European Commission President Ms Ursula von der Leyen said "We will take a fourth package of measures to further isolate Russia and drain the resources it uses to finance this barbaric war. As a first step, the EU will prohibit imports of iron and steel sector goods.”

For Russia, the amendment introduces new restrictions on the export of maritime navigation and radio communication technology, adds Russian Maritime Register of Shipping to the list of state-owned enterprises subject to financing limitations and introduces a prior information sharing provision for exports of maritime safety equipment. In addition, it also extends the exemption relating to the acceptance of deposits exceeding EUR 100.000 in EU banks to Swiss and EEA nationals. Finally, the EU confirmed the common understanding that loans and credit can be provided by any means, including crypto assets, as well as further clarified the notion of transferable securities, so as to clearly include crypto-assets, and thus ensure the proper implementation of the restrictions in place.

Furthermore, an additional 160 individuals have been listed in respect of actions undermining or threatening the territorial integrity, sovereignty and independence of Ukraine. The listed individuals include:

- 14 oligarchs and prominent businesspeople involved in key economic sectors providing a substantial source of revenue to the Russian Federation - notably in the metallurgical, agriculture, pharmaceutical, telecom and digital industries -, as well as their family members.

- 146 members of the Russian Federation Council, who ratified the government decisions of the ‘Treaty of Friendship, Cooperation and Mutual Assistance between the Russian Federation and the Donetsk People's Republic' and the ‘Treaty of Friendship, Cooperation and Mutual Assistance between the Russian Federation and the Luhansk People's Republic'.

Altogether, EU restrictive measures now apply to a total of 862 individuals and 53 entities.

Rio Tinto to Sever Ties with Russian Businesses

Rio Tinto is severing its ties with Russia, throwing into doubt an aluminium joint venture between it and Rusal, which is founded by oligarch Mr Oleg Deripaska. Rio Tinto said “It is in the process of terminating all commercial relationships it has with any Russian business.”

Rio is reviewing its joint venture with Rusal in Queensland Alumina Ltd which runs an alumina refinery in Gladstone. QAL is 80% owned by Rio and 20% by Rusal, where Mr Deripaska continues to hold a stake through their London-listed parent company, EN+ Group.

Production capacity - 4,000,000 tonnes of alumina

Production share - 619 tonnes of alumina (RUSAL's share)

Production technology - The Bayer process

Headcount - 1,150 people

Mr Deripaska and EN+ were among the oligarchs and companies sanctioned in 2018 by the US government over issues including the invasion of Crimea in 2014.

IEA Plan to Cut European Union Reliance on Russian Natural Gas

The Global Wind Energy Council & WindEurope are jointly responding to the IEA’s 10-point Plan to Reduce the European Union’s Reliance on Russian Natural Gas. The report comes at a time of heightened concern over the security and resilience of national and regional energy systems. The Russian invasion of Ukraine is a tragedy that has highlighted Europe’s dependence on imported fossil fuels, 45% of gas consumed in the region is imported from Russia. They said “Investment in wind and renewables offers energy independence and reliability. We support the call in the IEA’ s 10-Point Plan for a concerted policy effort among governments to fast-track additional renewable capacity, particularly bringing utility-scale wind projects online within the next year.”

The IEA rightfully notes that insufficient permitting continues to be the biggest bottleneck for new energy projects. It creates lengthy lead times, which slows down the deployment of wind energy in countries at all stages of the energy transition. That results in huge volumes of wind generation “stuck in the pipeline”, prolonging dependency on volatile fossil fuels.

Only streamlined permitting procedures will allow for the acceleration of renewable energy deployment that is urgently needed to increase energy security in Europe and countries around the world. These permitting changes are actions that can be taken now to create an immediate impact for Europe’s renewable energy market.

Before the invasion of Ukraine, consumers were already feeling the effects of high power prices. Fluctuating gas prices have pushed many households into energy poverty and curtailed economic productivity. The IEA acknowledges that short-term price cushions for consumers are worthwhile to consider, but they shouldn’t be financed by increasing costs on renewable energy when these will undermine renewables production and/or deter new investments.

Europe and other regions need huge investments in renewables to increase energy security now. The EU installed 11 GW of new wind last year when it should be installing 32 GW a year to deliver the 40% renewable energy target. Globally, annual wind installations should be scaling up by 4 times within this decade to get on-track for a 1.5 degree Celsius scenario. This is the moment for Governments to encourage investments, not undermine them. National Governments should not resort to taxing infra-marginal rents. Past examples in Spain, Romania, Bulgaria and Italy are resulting in market distortions, deterring investors, and failing to meet the stated objective of protecting consumers, all while at times leading to more emissions.

Measures to alleviate the impact of high energy prices on consumers and businesses recovering from the effects of the Covid pandemic should be funded from increased Government revenue from energy taxes at times of windfall profits for fossil fuels companies, as well as carbon pricing instruments such as the EU’s Emissions Trading Scheme. This would put the price burden of continuing carbon-emitting generation on the primary actors, and not those actively investing in clean energy.

The acceleration of wind energy deployment must be the start of a range of enabling measures that are needed to safeguard the transition from fossil fuels to clean energy.

The IEA rightly encourages governments to scale up investment in energy efficiency improvements, grid flexibility and upgrades, demand-side response measures and storage technologies. These investment areas, combined with increased electrification to drive decarbonisation of industry, heating and mobility, can support countries in shifting to cleaner, more secure and more resilient energy systems.

21 percent of all cars sold in Russia last year were made by Lada for a company controlled by Renault. Russia's invasion of Ukraine has brought their production to a halt.

As the invasion of Ukraine stretches past the two-week mark, sanctions are slowly ratcheting up and companies around the globe are suspending their business operations in Russia. Domestic operations there are feeling the heat too, with Lada being forced to halt production, reports the Wall Street Journal.

Lada is owned by AvtoVAZ, having been founded in 1966 as one of the primary automakers within what was then the USSR. The company's plants were once largely self-sustaining during the days of the so-called Iron Curtain. After the dissolution of the Soviet Union and the opening up of trade with Russia, French automaker Renault eventually came to hold a controlling 67.61% stake in the company in 2007.

It's these international links that have played a role in the stoppage at Lada's Russian plants. Its gigantic Togliatti manufacturing plant on the banks of the Volga River relies on Renault factories in Romania for supply, and over 20% of its parts, including connectors and other electronic components, come from outside Russia's borders. The company's Izhevsk plant has also stopped due to the crisis. The initial stop in production took place on March 5, with a further stop intended for March 9 to March 11.

It's often stated that international trade would make such wars unthinkable in the modern era; a more realistic assertion is that it makes them more difficult to sustain over the longer term. Interconnected economies can quickly run into major headaches when fighting and sanctions prevent the import of vital resources to keep citizens fed and factories running.
